In case of a tie, the Missosology staff reserves the right to break it by assessing the performance of the countries concerned, as to which pageant did they place the highest, and how many delegates did they compete against with.

Miss International is the answer. India failed to place that year. Venezuela was 2nd RU in both MU and MW, and was Top 15 in MI.

Making Spain the runner up for 2013.
After reading many articles about rankings, I think this is what they are using. They add additional scores based on special awards like photogenic etc. but the scores are I think 8-10 pts only per award. Hope this helps.

so seems like it will be a battle between usa, thailand and the phils.. their performance in miss universe will conclude the winner of 2014 country of the year and the phils is one of the top favorite in 2014/15 Ms.U.. will there be a back to back to back title of country of the year for the philippines??
Why does the list go all the way to the 50s? Was there a big 4 pageant back then? Perhaps it should only go back to 2001 instead?
Luckily Thailand place because of votes but considering the fact their candidates in my opinion have a poor performance compare to other candidates and its unfair anyway im bias peoples choice is none sense.
In 2011, how Ecuador is not at least runner up? They have ME and MI crown, if i’m not wrong
